Atty. Bill Gilmour is a jovial fellow to be sure, but his courtroom crimes are second to none. When his clients object to his billing fraud and refuse to pay up, he promptly resorts to extortion, blackmail, or manages to “misplace” your best evidence required for your case. If you stand firm and pursue an assessment hearing you will get an unexpected visit from Revenue Canada or a City Inspector wanting to audit or cite you accordingly and you will never think Gilmour arranged for the unpleasant surprise. Continue to ignore him and may even get arrested and discover that Bill had the balls to call the coppers and falsely claim that you tried to kill him after receiving your legal bill. It will make sense to the cops – after all you did seek an assessment right? But eventually the truth will leak out and you will discover you weren’t the first to stand up to this legal bully who normally victimizes women or foreign clients, even one with an autistic child.

Sometimes this jerk will even boast how he will force you to comply with his demands and he’ll never once think that his client secretly recorded him. So rather than complicate your life even more, ignore the impressive sales pitch of Bill Gilmour and find yourself a young lawyer only 2-3 years out of law school busting his ass to make a name for themself, and if you are in the right, you will prevail in court. But if you are in the wrong and have the extra money to cover the costs of bribes, then by all means, Atty. Bill Gilmour is your man. But when he asks you to fill out a “confidential survey” from him, take a pass. But you will certainly be impressed with his gift of gab and “knowledge” of the law, but that little monologue he gave you is a well-rehearsed skit that he has been using for over a decade on every prospective mark, er, ah… I mean client he meets. He will even give you a business card with 3 names and numbers scribbled on the back, and tell you “these are former clients I kept out of jail, despite a mountain of evidence against them” and he will suggest that you give them a call. If one takes the time to look at the Win-Loss record of Atty. William Gilmour, you may be surprised to discover three things;

1. Bill has NOT “won over 80% of my cases” (actual numbers are 47% as of 2021)
2. All but 4 of his 127 wins (over 20 years) were before the same 2 corrupt judges
3. He considers pleading guilty to a lesser charge a “win” even for innocent clients!

So don’t be fooled by his smooth and “impressive” sales pitch. He is indeed a smooth talker and loves to drop names of people he never even met like Chief Justice Patrick LeSage, Minister of Justice Nicholson, and depending on YOUR own political leanings, either Prime Minister Chretien, or Prime Minister Harper. He even falsely claimed that he was on Conrad Black’s legal team! He will never tell you about the time he was a murder suspect, and a defendant. Quite convenient eh?

Last but not least this wonderful lawyer Bill Gilmour was arrested for assaulting a 10 year old child on August 14th, 2001 in Brampton, Ontario, but the good news is that his drug and drinking issues are now a thing of the past. Some people change over time and mellow out with age. Yet others like Atty. William Gilmour of Brampton, Ontario is living proof that what the Chinese have said for centuries is true: “Tigers never change their stripes”. Although Bill no longer works for Prouse, Dash, and Crouch, nor does he still represent the dirty and brutal Peel Regional Police Department, those choices to terminate his services were not left up to Atty. William Gilmour. At least the RCMP gave him a choice – resign or be fired. His brief employment with the Toronto Police Department as an undercover narcotics officer is a bit blurry but fellow copper Detective Abraham “Chris” Bailey thinks that missing drugs from the evidence locker and Gilmour’s refusal to take a polygraph test were at the crux of his sudden career change. But Gilmour himself blames a DUI citation. At this point it no longer matters and we can all agree… that is ancient history. But sometimes a person’s background is important.

Fortunately, some considerate friends in HR at the Toronto PD “forgot” to mention Gilmour’s shortcomings to the RCMP investigator when Gilmour applied to go work with the Royal Canadian Mounted Police. So Bill Gilmour managed to win a fresh start at the RCMP, but as a new mountie he was assigned to the Yukon and Northern Territories. But less than 2 years later he was discreetly given a choice to resign or be fired, and probably prosecuted. A veteran mountie colleague says Gilmour was drinking on the job when the “incident” took place in Yellow Knife. Gilmour insists he was sober when he shot an unarmed teen in the back. We don’t know if the boy lived or died because the case was sealed and the RCMP managed to get a gag order in the settlement with the parents.

Once again, Bill Gilmour was looking for a new job and with his impressive gifts of gab and deceit, it seemed only natural that he become a lawyer. Off he went to law school (Queens) where he managed to graduate (second last in his class of 93) without getting into any more trouble. Upon graduating he got married and his wife Jeanne a registered nurse supported him while he learned the legal ropes and learned how to “trade cases” and their outcomes with the Crown. A plea guilty on the Smith case today would earn him a dismissal on the Doe case next month, and so on. Veteran lawyers call it “horse trading” and Bill made some great bargains for his clients who had the deepest pockets. The rest were told to plead guilty whether they were or not. Gilmour learned where to get all the boiler-plate motions on-line and lie about his many non-existent courtroom victories and learned the fine art of billing fraud.

Gilmour’s billing fraud was so creative it actually doubled what he should have legally earned and a buddy at Prouse, Dash, and Crouch got him hired with the promise of doubling the firm’s revenue. He kept his promise and the firm prospered – too much actually. After one astute client discovered he was being billed for non-existent work, research, and services. He demanded a refund from Gilmour who just ignored the client. That was a big mistake. That victim called in Revenue Canada who decided to audit the billing of the entire firm. The results were ugly but paying some very stiff fines and refunding over 50 clients helped Prouse Dash and Crouch avoid criminal prosecution for fraud. Yes, Gilmour was once again told to find a new gig. David Dash personally apologized to me, but in my case the damage was already done and irreversible. I lost much more than money because of Gilmour. I lost my home which he stole with perjury, and I lost my freedom for 3 year with false imprisonment, and I lost my family for years due to threats and an extortion he mounted against my young pregnant wife, after he deliberately sabotaged my case so I would be locked away in America and unable to sue him in Canada. https://ohiocourtroomcorruption.blogspot.com

Here you can see the written retainer agreement that Gilmour swore under oath did not exist, and it clearly bears his signature. He made the edits AFTER it was already signed by me – without my consent. Three very credible witnesses testified and submitted written statements that Gilmour admitted he charged me a flat rate fee, with a bonus if he was successful. Am I the only one who had legal problems with Gilmour? Not at all. A veteran Bencher at the Ontario Law Society and a University of Toronto Law professor told me that at least five Law Society complaints were filed against Gilmour between 1995 and 2005. Before I learned of his drinking problem (multiple martinis starting with lunch) and how he was cheating me, we socialized a little bit and he often invited me to meet him at his “second office” which was a strip club on Dundas Street called “House of Lancaster”. More than once he asked me to pay for lap dances and other “services” that he claimed he would deduct from my legal bill. But it was not long after this that my wife and I realized he was doing far more harm than good in my case, and I had to find myself an honest lawyer, and luckily I did.

For those of you in need of a lawyer, beware of Atty. William Gilmour. He purports to be a jack of all trades lawyer ranging from criminal defense to civil litigation, to a labor law specialist, to a civil rights lawyer, to an extradition expert, etc. Truthfully he cannot do anything right in my case he even twice failed to show up for my court hearings without any advance notice to me or the court. Why? Well on one of his absences he himself was in jail after being arrested on August 14th, 2001 for assaulting a child in Brampton. His other absence was never explained to me, but one of his colleagues suggested he was hung over from one of his drinking sprees. To his credit, I must say that Bill Gilmour is a smooth-talker who could sell a shadow to a sober man on a moon-less night. If he was a used car salesman, he would have retired as a multi-millionaire ten years ago. Instead he remains a legal con artist. Sorry mom, I was bamboozled. If she were alive today she would surely say “I warned you to watch out for lawyers, they are like snakes in the grass – you won’t even notice them until one bites you in the ass”. If you are an adversary lawyer up against William Gilmour in any court of law, on any matter, be advised that Solicitor Gilmour will do whatever it takes to win the case – be it legal, ethical, honest – or not.  I was once his client and friend who sat in his office many times as he coached witnesses how to lie under oath (specifically in a police brutality case in one of 3 instances). Before he betrayed my trust and asked me to help him cheat one of his other clients named Vic Richards of Mississauga, he asked me to do some illegal things on his behalf, including to make a telephone call impersonating a witness to influence another attorney to withdraw a motion. I was also asked to transport something illegal on his behalf, and was asked to be a false alibi witness for a client and his own wife. Only the last thing did I agree to do.

When we were close friends he confessed many of his dirty tricks to me that he has used in the past, and he claimed he learned them all working as a police officer when he worked undercover, before he was asked to resign or be fired from the RCMP.  He admitted planting evidence and deliberately obstructing justice by threatening witnesses with deportation. When he told these war stories to me he recalled they were “hilarious” and recounted the look of shock and surprise on the faces of the people he duped.  He was especially proud of one incident where he pretended to be the crown attorney on the telephone and deliberately told a prosecution witness that the trial had been post-poned for three months and told the guy he could go on his vacation after all.  The defendant walked when the judge would not grant another continuance in the case. Gilmour also boasted how he able to “confuse the shit out of juries and divert their attention from the rabbit to the hat.”  He once told me directly “Justice is not the end game in a courtroom.” He justifies all his dirty tricks and subversions with yet another comment he shared with me while fairly well plastered at The House of Lancaster strip club…  “In court the end always justifies the means, so long as you have the right judge who lets you get away with it.”  He also claimed that he “owned” almost a dozen judges at the Tom Davis Courthouse in Brampton and unless it was a rape, murder, or pedophile case, he could “buy an acquittal for $100,000 or less”.

Now today, I find myself as just another one of his dirty trick victims because I filed this law society complaint against him back in 2006 after he began extorting my wife: http://bruceslawsocietycomplaint.wordpress.com  He now falsely claims that I called him out of the blue in 2010 and threatened to kill him – from China (the most monitored country on earth)!  So according to him, 2 years after we last even talked to one another, I just got up in the middle of the night and decided to call him. NOT!  The reason he did this is to make it impossible for me to return to Canada and testify against him for some serious crimes he was involved in including one in which there is no statute of limitations. We have all heard horror stories about lawyers. We have all heard jokes about lawyers as well. But we all know that there are good and evil people in every profession. The unfortunate thing about spotting rotten apples in the legal profession, is that lawyers use the law to hide their mistakes – and crimes. They know how to get court files sealed and complaints buried deep on page 39 of a search engine where very few eyes seldom travel.  Can a court room really be a crime scene?

In the case of William “Bill” Gilmour I will not say what he is or is not. In my own personal opinion I sincerely believe he belongs behind prison bars, but you may come to a different conclusion. What he did and didn’t do has caused a Canadian family to be separated in 2 countries – 5,000 miles apart for six years. His acts and omissions has caused immense suffering, innocent people to be jailed, and a family to lose their home as well. And it was all premeditated – a scheme if you will.

If you are a lawyer or law student, this case may set a new legal standard for “Abuse of Process”, “Ineffective Assistance of Counsel”, “Willful Negligence”, “Professional Incompetence” or just plain Greed. I truly hope it is not a trend and the new “normal” of professional legal ethics.

What should be done about judges who turn a blind eye to obvious perjury or deny a person their constitutional right to address the court and testify on their own behalf?  Or is the lawyer to blame for not raising a single objection on the court record?
